The Department of Labor and Employment (DOLE), led by Secretary Bienvenido E. Laguesma and Assistant Secretary Paul Vincent W. Añover, with staff from the Bureau of Local Employment (BLE), attended the launching of the National Innovation Agenda and Strategy Document (NIASD) 2023-2032 on 07 September 2023 at the Metropolitan Theater, Ermita, Manila.
The NIASD 2023-2032 is the country’s 10-year vision and long-term goals for innovation, crafted from the inputs of the academe, international experts, business sector, and various agencies of government. With a decade in scope, the Document acts as a roadmap with strategies for improving innovation governance; deepening and accelerating innovation efforts; and integrating and fostering public-private partnerships.
In his opening remarks, National Economic and Development Authority (NEDA) Secretary and National Innovation Council (NIC) Co-Chairperson Arsenio M. Balisacan encouraged “innovation actors” to utilize the Document “as a guiding strategy framework for building a dynamic innovation ecosystem that fosters, embraces, and exudes a culture of true Filipinovation.” Filipinovation is a portmanteau of Filipino innovation being highlighted and is goaled to prosper under the direction of NIC.
President and NIC Chairperson Ferdinand R. Marcos, Jr, in his keynote address, emphasized how the implementation of the Document “acknowledge[s] that the Philippines has earned recognition as an innovation achiever that truly stands tall amongst [its] Southeast Asian peers and as an exemplar that creates an environment of meaningful opportunities for citizens to cease and to flourish.”
Senator Sherwin Gatchalian, principal author in the Upper House of the already enacted Republic Act No. 11293 or the Philippine Innovation Act (PIA), described the Document as “a compass, guiding [innovation actors] along the path to improve innovation governance, clearly defining the roles and synergies among various agencies.”
As stated in the PIA, the Secretary of Labor and Employment is among the members of the NIC. The DOLE, under the NIASD 2023-2032, is expected to partake in the implementation of innovation policy focusing on the “[alignment of] education and human capital development programs with the needs of the current industry and emerging market demands.” Further, the Department is responsible for promoting innovation in the priority sectors of learning and education, manufacturing and trade, and public administration as prescribed in the National Innovation Agenda Framework.
The Bureau of Local Employment has actively participated in various NIASD engagements, the latest of which was the NIASD Co-Creation Workshop last 12-13 December 2022 in Pasig City.
