Eleven (11) national government agencies, including the DOLE and PRC, forged an agreement on the Philippine Skills Framework (PSF), an initiative of the Department of Trade and Industry towards building the country’s human capital, during an online ceremonial signing held on 25 June 2021. The collaboration is aimed at upskilling, reskilling and equipping the workforce with new digital skills to prepare them for the future of work.
Three (3) PSF Inter-Agency Bodies were constituted; namely, the PSF Council, Executive Committee, and its Working Groups. Labor Secretary Silvestre H. Bello III co-chairs while Chairperson Pilando sits as one of the members of the PSF Council, a body similar to that of the Philippine Qualifications Framework National Coordinating Council which shall oversee, steer, and supervise the initiative’s implementation.
Labor Assistant Secretary Dominique Rubia-Tutay, representing Secretary Bello III, lauded the launching of the Philippine Skills Framework as a significant development in the effort to formulate sector-specific skills frameworks to guide the country’s workers in enhancing skills for particular job roles. Further, the DOLE welcomes the initiative to enhance the employability and competitiveness of our workforce, especially as we adopt to changes brought by the Fourth Industrial Revolution and the coronavirus pandemic.
Aside from membership in the Council, the DOLE is mandated to utilize the Philippine Skills Framework in enhancing labor and employment policies, implementing career guidance advocacy and employment coaching programs, and strengthening enterprise human capital development systems, among others.
Both Assistant Secretary Rubia-Tutay and Chairperson Pilando expressed their full support for the initiative and look forward to the convergence and synergy among the members of the PSF Council.
